maybe you can share the source that gave you that impression. What will happen at the end of 2019 will be next elections in Canada, which might influence how the system will work in the future.

What is true that immigration system is changing. However it is changing for last 30+ years.
So from a very narrow perspective it might equal to lost possibilities for some (a good example is from 2016 when LMIA points were cut back from 600 to 50 or 200. That meant end of hopes for many low qualified applicants).
Nobody can tell what will be next changes and what it mean for some applicants, however the general trend it to have some level of immigration. Now it is up to you to check current options and see if you can match yourself with one of them.
