Is bachelor evaluation essential if I already got master degree?

my master degree is related with my NOC, so I only had my master degree evaluated by WES and sent it to CIC. My WES report also indicates that the admission requirement of my master study is a bachelor's degree. do I need to have my bachelor degree to be evaluated by WES?

Masters degree will not be evaluated unless u get ur bachelors degree evaluated ..

but my master degree indeed has been evaluated as the same degree in canada although I didnt send my bachelor degree to WES. where is the link saying bachelor degree must be evaluated before master degree?
