Yes, that's the exact same error I am seeing. Error code is different though.

I have been experiencing the same issue since last Saturday. I have reported it as technical difficulties via CSE.

I have the same issue:
MYCIC: after entering username and password, the welcome page comes but when I press "continue" it says "Session expires..."
no access to ECAS
submitted a CSE for technical difficulties
 
I can't access. Get a 503 service error. I just got a message that I have a new message in my account too :(
 
They just posted this on the official CIC twitter:
