I read before here in the forum that the process for obtaining RTD would take almost 1-2 months.. especially if you send IRCC a webform that you have an urgent travel..
The backlog is terrible for all transactions, over 2.1 million applications with the same resources

Yeah.. it seems that everywhere the rule is there is no rule... whether for refugee claims, PR, citizenship, RTD, etc.
Nothing standard.. some will take a long time, others will be luckier and will get it within a considerably shorter timeframe.

did your friend get a tracking number or confirmation of some sort before receiving the document?
