For example, if a PR applicant is invited in 2021 but approved in 2022, should this person be included in 2021's quotas or 2022's?

Now there are more than 110K EE apps in backlog, if the answer to the question is 2022, then there would not be one single draw in this whole year, cuz EE's annual quotas is just 110K.

Anyone knows for sure?

I don't agree with that. IRCC needs to have draws this year to meet quotas the following year.

OK, I need to do some math apparently .

But is quotas accumulative?

It seems that in 2020 they didn't fulfil their quotas due to Covid, will the remainder be added to that of 2021?
