My husband wants to apply for PR Spousal sponsorship from Inside Canada

He is here on a Tourist Visa until the PR is processed.

Can he apply for an 'open work' permit, before he sends in the PR sponsorship application?
or when can he apply for Open work permit ?
 
He can apply "Open Work Permit" if he wanted to apply PR inside Canada.
He can send an "Open Work Permit" together with his PR application BUT not before.
On CIC website right now it takes 11 months for the first step.
Normally an "Open Work Permit" arrives with or after the first step.
Please note that he can't work or can't leave Canada nearly a year.
(I've been waiting for my Open Work Permit for 10 months & 1 day now)

I'm also in the process of getting OWP and PR.
Are you sure that we (applicants) are not allowed to leave Canada during the process?
 
If you have applied for an OWP, meaning that you must have also submitted in "inland" application, then YES we are sure, you cannot leave Canada for the duration of your application.
