theoretically can your spouse lose her PR and get deported, if the sponsor loses his job and gets on welfare during this 30-60 day wait period(waiting for the PR card to arrive in mail after landing).
i know the sponsor will have to repay the government, but that's after his spouse gets PR, but what about during this sensitive period? is the PR status conditional before your get your card?

You can lose your PR for a lot of reasons, if you've been deemed to have misrepresented, found to be in a non genuine or bad faith marriage, don't meet the residency reqs, commit crimes and so on. It's nothing to do with the actual card. Once you land you have rights as a PR.

i'm sure none of the infractions you mentioned applies to my situation, except a theoretical paranoid possibility of losing a job, getting on welfare and losing PR status, that's the issue here.
So are you confident that once you land and before getting the PR card in mail, that getting on welfare won't cancel the PR application/status?

Right. Once you land, you are a PR. The card is just a formality that takes a while to arrive. The PR has the same rights before and after the card arrives. So the sponsor going on welfare after the applicant lands will not mean the PR is taken away.
