I asked the dubai embassy and they said it takes around 4 months, so i flew down to Tehran myself, had my finger print scanned at Police +10 near Ekbatan, and then i authorized my cousin in Tehran to collect it, and get it translated legally and stamped by Ministry of Foreigh Affairs. All this was done in about 2 weeks.
