investing in business gives PR?

Need expert advice, my close friend in Canada is planning to start up a business with other 3 partner who all are citizen. If i plan to join them and invest in business 10.0.0.0.1 would it gives me investor visa (PR) as i know investor visa was stopped for good how to go with it ?? Please help
