No such thing unless you are doing PhD or Masters and university may pay for tuition and a stipend. Look at scholarships from your country.

You will not get a scholarship from the Canadian government or universities/colleges unless doing a PhD, maybe a Masters. There are few scholarships from within Canada for international students. You need to focus on looking at scholarships available from your own country or region for studies in Canada. To get a study permit, you need to pay first year tuition and show a minimum of $10k.
*Starting in September 2023, a limited number of exemptions from differential tuition fees will be granted to international students enrolled at and selected by a university or college located outside the territory of the Montréal metropolitan community. These students will have to take a program of study in French in the employment sectors identified as priorities by the Québec government *

Yes I wanna study in Quebec outside of Montreal as an international student and yes i can speak French .
So you need to research the schools eligible and then contact those schools and see about exemptions and if you meet requirements. Each school is different. You still pay tuition but domestic. Since you are francophone, then you have a good chance to be eligible.

If you qualify, you will still have to pay tuition. However you'll pay domestic tuition fees vs international tuition fees.
