I have TRv and my Wife got university acceptance from Canada. Which is the best way to apply open work permit inside or outside Canada?
Iam from India can apply open Permit at port of entry ?

SOWP is not guaranteed so it would likely be better to apply from your home country so you keep you job and home in case you get denied.

You can't apply at a POE. You can come to Canada as a visitor and apply to change your status to worker or apply from your country. Up to you and depends on how long you want to be away from your spouse.

Since i have valid TRV, Can I travel with spouse ?Is it risk ?

If I apply together my work permit with my Wife study Permit ? Does this will impact my spouse study permit?
