International student with funding- sposue work permit

Hi all,

I am an international student in USA. And got funding/scholarship for masters degree in University in Canada for Sept 2018. My husband is with me he and we want to go together. He is unemployed currently and is being here with me since last 10 months. What would you suggest me to do, whether he apply for open work permit or apply on visitor visa? Which way would lead to high chance of getting visa?
