International student waiting for graduation letter can work full time or not

I am an international student and finishing my finals next Friday. I would like to ask if I will be able to work full time after I apply for the graduation letter or I have to wait until I get the letter and apply for the work permit? Thanks!

You have to wait until you have submitted the PGWP application before you will be legally allowed to work full time.
