After a deep search and reading lot of websites, I got more confused

I'm Armenian, living in UAE and planning to study in Quebec

Now I'm waiting my CAQ approval.

Trying to be planned, my question is: when and how should I submit for the insurance as my college will not cover it and I'm who responsible to purchase one?

You can take a look at a few options here. Student plans are usually not very expensive and have pretty good coverage. You can buy them online.
