My wife is an international student with CAQ and Study permit residing in Quebec.
I applied for a spouse sponsorship for my wife under the family class. We received a File number and were requested to send a police certificate and IMM 5669 and undergo the medical tests.
We didn't receive the CIC letter permitting us to continue the processing with the MIDI yet and submit the "Kit A" so she can receive the CSQ.
I read in "GUIDE FOR SPONSORED PERSONS FAMILY CLASS" page 7 the following:
"You are already in Québec
If your application for permanent residence is processed within Canada, you can benefit
from certain government services even before obtaining permanent resident status.
Consult the Learning about Québec guide for directions on ho w to:
• enroll in French courses given by partners of the MIDI;
• obtain a Québec health insurance card from the Régie de l’assurance maladie du Québec (RAMQ)."
Can my wife obtain a Quebec Health insurrance card from RAMQ because she is in Quebec and we started the sponsorship application?
if not when can she obtain the card ??

Can my wife obtain a Quebec Health insurrance card from RAMQ because she is in Quebec and we started the sponsorship application?
if not when can she obtain the card ??
