How does a visa officer judge a reference letter? Beyond just making sure all the basic required details are present (e.g. name, the company’s contact information, positions held at company, hours worked, salary/benefits, etc.), how does the officer judge whether the job duties/responsibilities match the claimed NOC? Are there any general rubrics used? I ask just to get a sense of how to put together these letters and which aspects are most important. I think the reference letter is the most important part of an application but not enough info out there about how to put together a strong reference letter.
