Inland vs. Outland and goods to follow.

Hi there,

I'm totally new here and have been working on gathering documentation to sponsor my american husband. We've been doing long distance for 1.5 years and got married in Nov2020. Both still living in our respective countries and trying to change that.
Our original plan was for him to come here to Canada as a visitor and then proceed to apply inland for spousal sponsorship once he's landed. That way we can spend a seemingly long process together instead of apart. I've recently learned we can also do outland even if he is staying in Canada.

My questions are these:

1. Aside from not being able to apply for OWP is one option better than the other since both processes can be spent living together in Canada in the meantime?

2. If we were to go with the inland option over outland, how to organize his goods to follow as he wouldn't be able to bring much with him initially and we wouldn't be in an active application process yet? Or does the process have to be active in order to use the duty-free goods to follow process?
