Hi, we applied before December 7, 2016. my wife is out of status and her Indian passport expired. now they are requesting Indian police clearance. how do we apply for police clearance?

You can apply at your nearest Indian embassy or consulate.

Not sure about that.

But can someone apply on her behalf for her PCC in India.

If NO........Maybe you tell the Indian Embassy.......your wife has Inland Spousal Sponsorship that requires her to be in Canada until completion...........not sure if there will be any problem at the Indian Embassy.
