Inland sponsorship+open work permit since September

Hello,
Guys I just have a question about inland sponsorship and open work permit i apply for my wife since September last year more than five months we just got E-mail last week said the work permit file transferred to Etobicoke to process any idea?

It's pretty uncommon for inland OWPs to be transferred. Not knowing what your wife's situation is though, it's hard to say why.

She’s international student and her study permit expired last month we asked a lawyer if we need to renew it he said as long as we applied for open work permit she don’t need!

It’s been more than 5 months I’m confused!
This’s the last E-mail we received since Monday should we wait or call them ?
