Inland sponsoring and 4 years rule for work permit

Hello,
About inland sponsorship.
Since April 2011 max. time on work permit is 4 years (48 months).
As I read this rule does not apply for an open work permit issued after sponsor approval.
Since December 22, 2014 CIC we can apply for an open work permit before sponsor approval.
Does 48 month rule apply to this "new" open work permit ?

i'm pretty sure the pilot program OWP has a 2 year validity. an OWP for spousal sponsorship is not the same as other work permits, so the rules are not necessarily going to be the same.

no the rule does not apply my wife been here for 4.5 years and owa was issued at 4.25 without issues.
