Inland Permanent Residency Determination - Returned to Canada with Expired PR

My mother became a PR over a decade ago and lived outside of Canada for more than 9 years. She was taking care of my sick father who passed away last month. My mother entered Canada through rainbow bridge a few days ago and was told that she will receive a PRD (permanent Residency Determination) form which she can fill online.

HR PR card expired in 2013 and she entered Canada in may 2021.

Has anyone else gone through this process or faced similar situation?
