Inland / Outland processing times showing same?

Hi.

I checked the Immigration Canada application processing time estimate page and it says it's 12 months for both an Inland, and Outland, spousal sponsorship? Has Outland increased, or Inland decreased? Wife is from the United States? With inland you can apply for an Open Work permit, but I thought Inland application took longer?

They changed the application time so they are now the same.
