My daughter and I are both Canadian and US citizens, while my husband is a US citizen. We currently live in the US but are hoping to move to Canada this summer. I know it's faster to apply while in the US but we may not have the money saved at that point. Regardless of how we apply, we will be crossing into Canada before he has his PR card. Which leads me to my questions:

Does he tell them when he crosses the border that he is just visiting?

Once he hits the 6 months visting time, does he have to leave? Or is there a way for him to legally stay?

If he does go back to the US before six months and then returns, is the amount of time he spent in Canada counted by calendar year or by total number of days within the previous 12 months?

Your husband cannot live in Canada until he has permanent status - so get an outland PR application in process ASAP. You only have to pay the $550 in application fees to start - the $490 RPRF fee can be deferred until they are ready to issue his visa. In the meantime, he can "visit" in Canada while waiting for the PR application to be finalized. With proof of your valid marriage and the PR application in process there shouldn't be any reason he couldn't get into Canada, as long as you're accompanying him and you have proof of your legal marriage and the PR ap in process on his behalf. You can maintain his temporary status from within Canada by submitting extension applications until his PR status is finalized. He won't be able to work, and he wont' have healthcare until he has his PR status - but your family should be able to remain together.
