So I just read from the guide that fingerprints are to obtained police certificate from countries you've lived in once you've reached 18 years old. Haha almost gave me a heart attack! I think I also read from 2012 post that they will request fingerprints if your name is common and they want to make sure your identity checks out.

If u was already turn 18 in ur home town then u need to obtained PCC from there and after 18 if u stay some where else i mean any other country more than 6 months then u need to obtained pcc from there also ...

It's 18 years 6 months old at another country then you need PCC. I came here at 18 years 4 months so I dont need to. Confirmed with CIC

JohnnyP Same here ...because i also just send my Singapore PCC to CIC And Its Not Gonna be Attached with my file at least for a month ...So i am also not expecting AIP AND DM together ...For me also its okay as long as i can get AIP and OWP ....

Don't forget that with the proposed Bill C-24 (Strengthening Canadian Citizenship Act, introduced in Parliament Feb 6) it is proposed that only time after you receive PR will count towards years eligible towards citizenship (currently pre-PR time counts as 0.5 day per day). So if Bill passes as drafted, the time before you receive PR will no longer count. So best to obtain PR as soon as possible so count can begin. And I understand that if bill passes, this requirement will be made retro-active.
