Initial study visa application outside home country

Hello everyone,

I have a very urgent question. My sister who is from India came here last week in canada on a visit visa. Now she went for a campus tour at UBC and loved it. She already had an offer of admission from UBC starting january. Is it possible for her to apply for a study visa to Canadian embassy in USA? Or does she have to go back to her home country and then apply for a study visa over there? Please note this is her initial study visa. Any help and suggestions would be much appreciated.

Anybody with experience (or know of someone )of applying for initial study visa but from outside of homecountry? is this possible?
