Information needed for travel

Hello friendsss, Hope everyone is well.

I have a query on behalf of my friend. He got Jan 2022 intake letter of acceptance from St clair college and approved for study permit back in December. The passport will stamped by next week. The college team said him to register for classes back in November but He did not do it because he was waiting for his PPR. Now, when we tried to register for classes then his course seat capacity was full. Last night, He received email from college that he will be enroll for his course today and login detail will be sent by next week then He can apply for travel support letter.

1. Can he travel without travel support letter or enrolment letter with his letter of acceptance ?
2. As, seat are full so Jan intake is not sure yet, if he got defer later in this month but he try to travel before the defer then what are chances that boarder officer will check about his Jan intake status from college??
3. Someone told us that boarder officer only check passport , offer letter or LOA and covid docs. How true is this??

Please give your suggestion that it will be safe to travel or not??
