I got my PR in 2013 but landed and moved back and later permanently moved to Canada in 2015 and since then I am here. I shall be grateful if someone can help me in answering following questions:-

1. Can I apply for Citizenship immediately on completion of 3 years stay in Canada and immediately after applying can I move back to the country I immigrated from ?
2. If yes, then what address and phone should I write for my residential address in my citizenship application?
3. Do I need Police certificates for my stay outside Canada for 2013 and 2014?
4. If yes, then that's not possible for me as I am not in the country I was living in, so what can I do?

1 - Yes. You're not obliged to be here. You obviously need to maintain your PR obligations until the oath.
2 - Well, the adress where you live at the moment you sign the application, and you need to let them know if you move to another place.
3 - Yes for every country (not Canada) where you spent 183 days in the last 4 years before you sign your application.
4 - In many countries, you don't need to be physically present to get a police certificate. Check the online tool here https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/about.html

If your country does not issue PCC for nonresident by law, you can have a letter of explanation for this.
If, on the other hand, it does issue PCC to nonresident but requires you to travel there in person, then you likely have to...
