I did not finish college, only attended 3 years and that makes me undergraduate (my course is Computer Science). What will I choose under the highest education I attained?

But I have a trade certificate in welding.
 
I have over 5 years in working as a welder, have trade certification which is the National Certificate in GMAW welding issued by the Philippine gorvernment, 3 years of college studies (not completed).
 
you are confusing work experience and training with education

what do you mean by college? is this tertiary education?

normal counting rules for points is: what qualification did you achieve (i.e. the list you quote), and how many years of full time education, or equivalent, did you undertake to achieve that qualification

child wonders may get a university degree by the age of 15 with only ten years of education, but you need to count the number of years first, then the qualification

sadly, attending university for four years and not graduating is equivalent to not having attended university at all
