I have completed my 3year Diploma (in ECE) on 2001 after 10th. currently residing in USA on H1B visa (form 2013 - till date) my green card process just started (i have to wait for next 10 years to get my green card in USA). so I am planning my Canada PR with my family (Me, Spouse & 2 kids - kids born in USA). please help me with below details.
Am I eligible for Canada PR without work experience in Canada
Am I eligible to apply in Express Entry for PR
Am I eligible to apply with 3year Diploma
How much point will I get for 3year Diploma after 10th
How much points required for me to get PR

I have 15 years of experiences in IT (in server administration) this includes 6 year work experience in USA
My wife have B.tech degree (4years) in information Technology
My wife have 7 years of work experience in India (in instrumentation technology)
