My brother in law want to apply for student visa but he has 16 years gap if he applies now for student visa

What are his chances of getting Visa? Plus he don't have much work experience as he has Tatoo shop

My brother applied for his study permit on November 24th at Chandigarh VFS, his file is under general category and he did his medical upfront. Linked his file online as well, but no updates yet.

My brother got his file approved today. We received a message stating passport to ready be picked up and online status got changed to approved.
Does anyone know if VFS Chandigarh is open tomorrow (Saturday 17th December)?
