Indian PCC

I sent my documents in last week of October .Did not send my PCC with the set as had just got my passport after name change and wanted no further delays.
When can I now send my PCC?

After receiving your file number from CIC.

You can that along with your medicals. It will be asked at that time, no need to send before that.
