So i don't know what are we talking here? PCC from Canada? Does that means Police clearance from Canada? If yes, then the link suggest something else!!

PCC from Canada (otherwise called RCMP report) is NOT required upfront regardless of one's current and/or past stay in Canada. IRCC may ask for it at a later date, if needed.

I got my Indian PCC back in Nov 2014 and I submitted my docs in Dec 2015 with that old PCC.
I got PPR few days back without a request of submitting new PCC

I never visited India then after so as per IRCC website, you don't need a new one if you didn't go back
There is no validity issue on PCC as per new guidelines
 
I applied for my Indian PCC and got it in just 3 days, my wife got it in 6 calendar days.
Seems like the Indian Consulate is working too FAST!

I guess you applied from Ottawa office. They are really fast.
