Indian PCC not processed for my wife yet for last 7 months

My wife and I had applied for Indian PCC in Aug 2012 in Toronto, Canada.
I got my PCC cleared in a month's time.
My wife's PCC is still not processed and is in a wait process.
The Indian embassy mentioned the reason that it is stuck at DCP of Mumbai.
What has exactly happened? What do we have to do to get the PCC cleared?

That is very strange, we got ours ( my folks ) in 4 days here in Vancouver but 7 months is VOW - if its stuck in India then there's nothing much you can do
It could her name matches someone and you very well know the speed of at which they work in India
Only other way is someone could go to that DCP's office in Mumbai and clear it out else you are looking at a long wait

PCC is requested from the office of the commissioner at Crawford Market
