Indian parents in US as tourists, can they apply for Canada Visitor Visa?

My parents are visiting me in the US on B1/B2 Visa. Can we apply for Canadian tourist Visa for them here in the US? Has somebody gotten their Visa in such a situation?

Process-wise, do we complete online application and then send passports to Canadian consulate in US when asked?
