India PSU bank employee, did any one arranged a reference letter?

Dears,

I'm a PSU bank employee and have received ITA. But my management/HR will only block the process and will not help if I request for a work experience letter? Please suggest, how did you manage to arrange one without quitting your job. Infact there is no guarantee of it even if quit.
