I payed $400 online one month ago but didn't mail the package. Now I just learnt that there's a fee increase. so what should I do now?

1, mail the package anyway and wait for CIC to return and refund
2, pay additional $230 (how?)
3, request refund directly (how?)

pay the additional fee and mail the package to save you time and get your application in queue. Include both the receipts - old payment and the additional payment.
 
but I guess online payment doesn't allow you to pay the difference? Maybe I can pay the difference at a bank teller, but I don't feel very comfortable with two receipts of different pay methods.

Don't request a refund just yet. CPC is returning the application with old fees surprisingly quick. It can be somewhere 1 week to 2 weeks after the package was received at CPC. You can then send the package with fee difference.
