Incomplete PhD or master's degree?

Dears,

I will receive my PhD in engineering in December 2015, however I would like to submit my Express Entry application in May 2015.

I contacted the ECA agencies and they told me that the PhD would appear in their report as an incomplete qualification unless I wait till December.

My question is which is better for my application (points-wise)?
1) Apply with incomplete PhD
2) Apply with the completed Master's degree
3) Wait till December and apply with a completed PhD

Any advice would be appreciated,

the answers are simple
1) No,, incomplete PhD means claiming no points for it.
2) Yes, apply with your Master's degree as u can claim its point
3) Don't wait till the end of the year. apply now so you might get selected and if not, u make a new profile after getting ur PhD.. EE profile would not cost u anything so y u wait?!!! good luck

What will be your points now vs. points in December with PhD? Lowest score for draws have been 453 until now, so take your decision based on the points.
