My wife is foreigner living in India roughly for last 9 years, however, since her last absence from India was over 8 weeks long, the FRRO (foreigner registration office) is only giving the PCC with date since her last arrival (9 months ago). We went to discuss in person and tried applying for separate periods, but all our efforts were turned down/rejected.
We fully intend to write LOE, but are terrified of the possibility that our application may be turned down as incomplete and we would be left with no options, as we will face the very same explanation if we try to apply for a new PCC in future.

So i really would love to hear some positive stories where people had thier applications accepted.

IMO you should email CIC and seek their advice. You can then proceed accordingly and use their response with your LoE

Is there an email other than online form on their website? Because we already sent that and in a reply 2 weeks later received a copy-paste of general information regarding applications with this line highlighted. Not sure if its highlighted in text itself or it was a way of reply to our query.

Hmm... these are very specific situations. Maybe you should consult a law firm that specialises in Canadian Immigration ! Maybe you can try contacting: https://www.canadavisa.com/canada-immigration-telephone-consultation.html for a free consultation.

All the best, and in case you come across a solution do share your learnings here for others to benefits from.

Hi, did you hear anything?
hey, no, not really, they simply replied with the general info copy pasted where it said that if for any reason you cant obtain attach loe.
So anyway - we werent able to get the pcc in any normal format for my wife and the Indian office always assured it is fine.
WELL - IT WAS NOT FINE. We had, however, anticipated that and attached extensive explanation in LOE.
In the file processing notes it was written at first 'review required' and then case agent had made the decision of 'PCC pass, as best effort has been shown'
To be honest, it seems it could have gone either way. We were lucky to have positive outcome and received our PPR feb 26th, moved to Calgary March23.
