Income Taxes - Do I need to file if present more than 183 days?

I had foreign income before I moved here and have been present more than 183 days as a visitor (still waiting for outland PR app). Am I technically resident? Do I need to file taxes? Do I technically owe taxes? Do I need to apply for some sort of non-resident status? I am not sure how to go about this.

My husband wants to apply to use my personal amount to reduce his taxes, because I didn't get any canadian income so he should be able to use all of it. But I am not sure how that works since I am technically a visitor for immigration purposes, although CRA makes it a bit confusing and seems to imply I am either a resident for tax purposes or possibly a deemed non-resident under US-Canada tax treaty.

Any idea how we should go about this?
