incase Of a dependent died unfortunately while PR application on progress, he raised webform to IRCC to remove the that dependent member from the PR application via webform
so far it not been removed
what else he can do?

when if the passport request came earliest , should he submit the passport without that died dependent right?

If they receive the passport request, they should submit the passports without the passport of the dependent who passed away and include a letter explaining what has happened.
