In Which Province is easy to get work permit?

My friend is Netherlands citizen, he want work in Canada he is auto mechanic. He is married and has two kids under age 2.

Would he get work permit in Canada?

Can he stay in Canada on his Dutch passport?

Whether he gets a work permit will depend on whether he can find an employer who is willing to offer him a full time job and also obtain an approved Labour Market Opinion.

He can visit Canada temporarily on his Dutch passport - but he cannot live here or work here using his Dutch passport alone. He needs an approved work permit.
