Yes my friend...CHC does a eligibility review and calculates the points and if you are meeting the criteria they put it in Inprocess ...I reckon you have the scored 67 pts
If visa officer did not accept any document he/she will ask you for that document but if you get 67 point then your status will be change to "in-process" and in this time if they need any document they will request you to provide those documents. I know you had a problem with IELTS so in this case if they question your language skill then they might ask you to provide the IELTS result again but that depends on the visa officer. I have seen some other applicants where status changed to "in-process" and then visa officer asked them to provide more evidence of language as there IELTS result was very low.
Even status changed to "in-process" there is still problem for IELTS, the only goood thing is that they didnt jsut return your documents because of your ielts score they are doing all the process.
