Nope, you can find a job, get an employer to get an approved LMO, then you apply for the work permit outside Canada. If you don't require a medical and you are from a visa exempt country, you could apply at a Port of Entry.
Did you have to apply for a visitor visa to come to Canada? If so you are not from a visa-exempt country.
