Hi, I'm currently in Canada on an IEC Working Holiday visa. I've been in the country since March 2016, and have been trying to get an application going for the Canadian Experience Class permanent residency. The process has been super slow, and now I'm trying to get a Provincial Nomination from Nova Scotia. To get that, I'm currently waiting on a credential assessment.

My question is what is the earliest that I can be considered to have implied status? Is it only once I've submitted the application for permanent residency? Or would having an active Express Entry profile and a submitted application for a Provincial Nomination be enough? I don't want to risk being denied entry back into Canada if I do end up having to leave while another visa processes, but I don't want to lose the life I've built up here.
 
Having an active Express Entry profile and/or a submitted application for PNP does not give you implied status.

As said above, applying for PR doesn't grant Implied Status. The only way to get Implied Status is to apply to extend your temporary residency before your current status expires, i.e apply for a new work permit or apply to change your status to student or visitor. If you qualify and apply for a new work permit before your current permit expires, you will have Implied Status allowing you to stay in Canada; however, after your IEC permit expires, you will not be able to work until the new permit is approved. If you are not going to qualify to apply for a new work permit before your IEC permit expires, you need to apply to change your status to visitor.
