Implied status please help

Hello there I submitted my spousal application for my husband on April 20. He is currently on pgwp which is expiring next month. I haven’t received Aor yet.
Can he continue to work under this situation?
He also had approved Lmia from his employer. Can he apply closed wp online? Any idea as I’m not aware of immigration program. Please

Did you not apply for a spousal open work permit along with the sponsorship application?

If he has a valid LMIA he can also apply for a closed work permit. But he has to do something in order to continue working.

Yes already applied for sowp but haven’t received any response yet. Can he still apply lmia wp ?

No need. If he applied for the work permit then he has implied status and can continue working.
