Does anyone know which govt agency deals with this? we've already tried canada border control, and they said to check with CIC, but I cannot find their contact info anywhere (no email/phone), and its urgent!

My parents in law have been visiting us in Canada to help us take care of my toddler while me and my husband work full time. They have a multiple entry visit visa valid for 5 yrs. They came on 29/6/14 and were planning on leaving on 16/12/14, as their 6 mth stay would expire on 29/12/14. We have since found that I'll be delivering my second child in 2/2015, and hence they wanted to stay until 4/2015 to help us with the new addition.

We have applied for extension of their visitor visa status (7/11/14), but the application is still pending. Will they be considered to have an 'implied status', and be allowed to stay until a decision is made on their application? Or should they leave on the 16/12/14 as originally planned?

Any place I can call to confirm/check? Thanks so much!

Yes - they have implied status and can legally remain in Canada until a decision is made on the extension request.

See CIC's definition here as proof:

Scylla is right...your parents are allowed to stay in canada till the outcome of the extension application and it is called a implied status. If you have applied online then it may take from 26 days to 2 months. In case of paper application it takes even longer.
