Yes she will be on implied status if she send the application before he PGWP expires. As Canada post is going on strike it is advisable to opt for FedEx and make sure to upload that receipt (from fedex) with an LOE explaining her status as implied after she receives ITA.

I noticed that she is submitting applications for study permit for which I understand one requires an offer letter from a college (other correct me if I'm wrong). Why not go for a visitor visa instead?

It shouldn't be a problem.

I don't think she can work after her PGWP expires, she will be on implied status but cannot work because she is trying to change her status from PGWP to student.
If she were to apply for WP extension then she can work on implied status not otherwise.

If you applied for a different kind of permit:

You cannot do any of the activities allowed by the original work permit. For example, you may have come to Canada as a worker and then applied for a study permit. If so, you must stop working once your work permit expires. After that, you cannot work or study until you get a new permit.
