What I can say is that there are some changes to the immigration law coming this way. You should wait until the changes are publicly announced.
Once you know what the changes are, then apply for PR.
Until then, go on with your life, keeping coming back here or visit www.cic.gc.ca to find out if that is the right time for applying for PR.
