for FSW without AEO, you got to have a minimum of 67 points.............

yes one can apply even with less than 67 points...but its a very very very difficult road....the process is called subsitute evaluation..

1- applicant must have atleast one year work exp in one of the 29 listed occupations for FSW stream.

2- must prove that he/she can become econimically succesful in Canada with documentation. docs include work exp, ref letters, enough money to convince CIC, educational qualifications etc etc.

3- a real good cover letter which makes a ver strong case for s positive substitute evaliuations incase points are less than 67.

4- If Visa officer makes a positive substitute evaluation - he/she still has to present the case to program manager and take his approval to proceed.

remember substitute evaliuations go both ways...first sceanrio is already explained the negative sceanrio is where VO makes a negative decision even if applicant meets 67 points criteria..the most used scenario is where someone from a occupation like 4131 (university professors) has a real low IELTS score - so the VO asks himself how can he make a career in his field with low linguistic skills in english while his profession demands otherwise...
