Immigration visa applying from Indoensia

Dear All,

Can u give me some info, i'm an indonesan and want to apply immigrant visa (using Family sponsor) by Canadian PR husband.
I heard that if we apply from Singapore, it will takes longer time.
So in this case, can i apply it thru Kuala Lumpur Visa Office i/o Singapore Visa Office ??

Please advise...
